Deputy Inspector General of Police Receives African Union Delegation’s Report on Peacekeeping Mission in Somalia

On September 12th, 2024, Deputy Inspector General of Police (DIGP) Aiah Edward Samadia was presented with a comprehensive report from an African Union (AU) delegation following a four-day oversight mission to the Sierra Leone Police (SLP). The mission focused on the Memorandum of Understanding (MoU) concerning the Sierra Leone Formed Police Unit (SLFPU) deployed in Somalia for peacekeeping operations.


The three-member delegation, led by Jonathan Ndeto, Head of Peace Support Operations and Field Mission Unit in the AU’s Peace & Security Finance Division, and supported by Noufou Ouedraogo, Assistant Accountant in the same division, and Assistant Commissioner of Police Nancy Obekpa, reviewed key operational and financial components of the mission. Their focus included Contingent Owned Equipment (COE) reimbursements, payroll reconciliation for SLFPU personnel, and ensuring the timely submission of accountability documents.

During the report handover, Ndeto expressed gratitude to the SLP for their cooperation, highlighting that while the findings met their expectations, the payments for COE and the personnel payroll had not yet been processed from AU Headquarters. He reassured DIG Samadia that with recent contributions from the UK and pending funds from the EU, these backlogs would be addressed promptly upon their return to Addis Ababa.

DIG Samadia, in his response, expressed deep concern regarding the delayed mission allowances for SLFPU-4 personnel, some of whom have not received their entitlements nearly a year after their return. He clarified misinformation circulating in the media that suggested the payments had been made, emphasizing that the funds from the AU had not been disbursed. Samadia also stressed the importance of COE reimbursements to maintain effective service delivery, ongoing missions, and preparation for future deployments. He urged the AU delegation to prioritize the facilitation of these overdue payments.

The report marks an important step in strengthening cooperation between the AU and Sierra Leone as they look ahead to drafting a new MoU for 2025, ensuring continued commitment to peacekeeping operations and financial transparency.
